so the general rule for cinderblock walls is: * pour a concrete footer, with rebar in it, left to right, and also rebar projecting vertically * screed smooth * build cinderblock wall atop, OVER rebar. Use mortar to bind block to concrete and block to block * fill w concrete

if you're going to be retaining earth on one side, you need to plan for the overturning force by building in "dead men", which extend out under the dirt load and counteract the tipping force

You can achieve a deadman effect by pouring a WIDE slab and building the wall all the way towards one edge. Result is an L shaped structure. Dirt sits on buried foot of L, provides massive counterweight to tipping. (need to tie together w rebar)
