so the general rule for cinderblock walls is: * pour a concrete footer, with rebar in it, left to right, and also rebar projecting vertically * screed smooth * build cinderblock wall atop, OVER rebar. Use mortar to bind block to concrete and block to block * fill w concrete

Bend...where? Down in the slab? Sure, fine idea. HOWEVER: wire ties are not for holding post-pour. Ties are for holding DURING the pour. Concrete engageament w rebar texture prevents all slipping later
