1/ In the early 20th century progs loved to quote Brandeis and say that "states are the laboratories of democracy". This was so that they could get the camel's nose of progressive ideas under the tent wall.

2/ Now that the camel is inside, this phrase is gone and "patchwork" is used as in "the various state laws about minimum wage / welfare / schools / gun laws are a tattered patchwork". Diversity is no longer good. States are no longer laboratories; they are administrative units
