1/ Scott's PMSing but I'll answer. 13 colonies / states had to decide how to split up power in new federal gov. Some wanted equal representation. Some wanted more power for more populous states. Slave states said "sounds good...and our slaves mean we get LOTS of power!"

2/ Small non-slave states said "why should you get extra power just bc you own slaves?" Slave states said "take it or we walk" Compromise was hammered out: Representation in House of Reps was calculated neither as "equal" nor as "proportional to total population", but instead

3/ as "proportional to a number formed by taking 1 point per free citizen and 0.6 points per slave". It was a pure pragmatic compromise to split power between, say, Massachusetts and Virginia in a way both could deal with.
