More rigorous is probably strictly better, up to a point we're nowhere near going to reach. Property in particular makes excellent sense. No vote unless you have a personal, valuable stake in the country's welfare.

If we had that rule, then well-funded nonprofits would spring up to distribute free titles to 1-sq-ft parcels of wasteland to reliable constituencies. It wouldn't be much harder than today's registration drives.
