General tariffs, of the sort mostly used before the 20th Century - i.e. equally on all goods entering - are sensible and not very distortive. But their purpose is to raise government revenue, not to distribute it to the public.

Well, WE didn't have to clean it up, so I was never upset. But that's a different question as to whether he will ever live it down. Survey says unlikely.
