It is FAR easier to hold up a mass via tension from above than to push it up via compression from below. So cities in huge underground caves can be MUCH taller if they hang from the cave ceiling, relative to pushing up from the cave floor.

Yes, you have to assume the existence of a large cave whose top is held up by surrounding rock compression.

boring lots of tunnels in proximity to each other can create tons more usable volume with minimal construction (obviously also uses rock in compression)
