So let me get this straight. You don't want a language that you invented for the Dogs to use (like Klingon). You want a language that the DOGS invented to use for THEMSELVES. This is a much easier, and much more interesting, challenge.

Your inspirational model here is part Esperanto and part Modern Hebrew. Both were constructed / re-constructed for cultural and ideological purposes. So don't think "What would be a cool Dog language?" Think "How would MAX go about making a Dog language?"

You could write an entire novella just around Max's efforts to create a new language. Or you could handwave it completely into the background with a single exchange of expository dialog. It'll be interesting to see which approach you end up taking.

mostly the latter things that will actually reach the page: * names * at most one conversation in conlang as a plot device to let X and Y communicate without Z overhearing * one or two discussions of WHY Orange phyle wants a conlang and why Blue phyle things it's stupid

So, here's a pointer. Hebrew and Esperanto each were founded on a core idea. "Recreate the ancient language to unite our people." "An international language that anyone can learn easily." Figure out the core idea Max wants, and the language he creates will follow from that.

dude, you're doing a great job of catching up :) the core idea of what will become the Orange phyle of the dogs is laid out in books 1 & 2 , and moves to the forefront in 3 & 4: rejection of human supremacy or even FRIENDSHIP / creation of a culture as tool to achieve equality

Then (I suggest) the ideological nerds in Orange will start by enumerating the principles of this culture, and will try to embed those principles into the language, seeing the language as a tool to enforce culture. This never works, but that's what they'll try.
