Your inspirational model here is part Esperanto and part Modern Hebrew. Both were constructed / re-constructed for cultural and ideological purposes. So don't think "What would be a cool Dog language?" Think "How would MAX go about making a Dog language?"

So my next question is - how much about this language do /you/ as the author want to know? You may only need it for names, but you're also the kind of guy who calculates orbital mechanics for a throw-away reference.

let's put it this way: 1) I TOTALLY don't care about the conlang beyond generating a few names 2) I have already ordered two books on conlangs

You could write an entire novella just around Max's efforts to create a new language. Or you could handwave it completely into the background with a single exchange of expository dialog. It'll be interesting to see which approach you end up taking.

mostly the latter things that will actually reach the page: * names * at most one conversation in conlang as a plot device to let X and Y communicate without Z overhearing * one or two discussions of WHY Orange phyle wants a conlang and why Blue phyle things it's stupid

contrast the CEO Trials in the backstory of books 1 and 2 mentioned once or twice Mike met Darcy and/or Javier around then Mike hates USG because of it DONE No transcripts of said trials.

So, here's a pointer. Hebrew and Esperanto each were founded on a core idea. "Recreate the ancient language to unite our people." "An international language that anyone can learn easily." Figure out the core idea Max wants, and the language he creates will follow from that.

dude, you're doing a great job of catching up :) the core idea of what will become the Orange phyle of the dogs is laid out in books 1 & 2 , and moves to the forefront in 3 & 4: rejection of human supremacy or even FRIENDSHIP / creation of a culture as tool to achieve equality

it's basically 1960's Black Power getting rid of slave names, plus short man syndrome ("I'm never gonna curl up on your lap or fetch your slippers...BITCH"), plus insecurity, plus... leads to some weird places (neo-paganism c.f. Draka with their recently created rituals)

phyle cold war (leading to maybe hot civil war?) recapitulates / critiques current culture war, plus red tribe vs gray tribe split, plus...

but the point is: I am not starting with a desire for a conlang and working backwards to think about the motivation; I HAVE the motivation and am using a conlang to reify that motivation into things that can be seen (not merely talked about in the abstract) on the page

It sounds like Max would be incredibly motivated to create a language that is fundamentally unreproducible by unaided human mouths. Do you even want it to be possible to render it with the Latin alphabet?

(i.e. are you going to be creating a different writing system as well?)
