I hear stories like this all the time but I’ve never encountered it, I’m assuming experience is key in a situation like that. Probably hard to do this if you don’t have a history of programming?

If you know programming in general, it's usually easy enough to learn a new language. Not having a programming background at all would make it unworkable, yeah.

By learning first principles, and categories of expression. Learn a few representative languages (like assembler, C, C++, Lisp, Prolog, & Haskel) and a few categories of application (embedded, apps, web, scripts), and everything becomes "the same, just different".
