The basic goal of democracy is to put people in a supervisory role over the government. But supervision requires locality. Thus republics.

But it's principle agent problems all the way down: now you gotta supervise your representative who lives in DC. Supervision needs locality.

This is why every organization above a certain size sprouts subgroups who go off-mission, usually for greed. Fractal supervision is HARD.

Requires an ideology, like the Catholic Church. Even then not perfect, see the splintering and schisms.
