I always thought powdered chilies = chile powder, chile powder + oregano, cumin, garlic = chili powder

Usage is varied, but most often "chili powder" (regardless of spelling) will be a mix of spices including powered peppers.

Powdered peppers on their own will usually be specific about what is being powdered. E.g. "McCormick Ancho Chile Pepper"
