My mind does go Rome automatically, and Diocletian is a particular hero for retiring at a time when retirement usually came as a permanent condition. Plus split is amazing.

I'd lean towards Cincinnatus myself. Diocletian held power for quite a while before retiring, and made massive reforms and changes during his time. Cincinnatus abdicated as soon as the crisis was over.

The usual foil to Cincinnatus is Sulla, and I'd argue that Diocletian has greater similarity to Sulla than he does to Cincinnatus.
