isomorphic means "same shape" i.e. one can take a given thing and deform it in known ways to reach the other thing give me any proposed restriction on supply and I can trivially generate a regulation to achieve it

It's quite hard to generate a regulation that achieves exactly the same thing. Eg. the doctor one will introduce distortions in the doctor education market above what just restricting doctor supply would. In general intervening directly generates less side effects.

Also, of course, generally enforcing supply restriction contracts would be less subject to government discretion than regulations are.
