Yes, it is "snap-to-grid" as you put it, but we have lots of reasons we want to punish defectors from the "thou shall not invade countries and take their shit (unless you're the US hegemon)" norm.

I keep making this point: in a democracy, process is a huge part of what legitimizes the outcome. If everybody believes process is (mostly) fair, they accept the results. When people start thinking the process is rigged or you end run the process, they lose faith in the outcome.
