State monopolies rarely have the problem of being expensive. They tend to have other hidden costs and do stupid shit that free-market businesses wouldn't do, such as the example that started this, but I suppose not being able to buy Smirnoff is a relatively harmless failure mode.

I suppose there's a difference, at least in theory, between "state monopoly on X to make buying X easier/cheaper/safer" and "state monopoly on X to prevent people from buying X even though they can't ban it outright", but usually the former is the latter in disguise.
