army or faction? Peak Wordcel would be the Historators. Followed by the Imperial Bureaucracy . Army wise it would be the Astra Telepathica Granted they have literally 2 models but the whole faction is essential living telegraphs.

Of the full armies that people expect the one that comes to mind is Necrons. All the ones with consciousness are the nobility. They have 400 year long plays. Millenia long squabbles. All about command protocols granting hierarchical absolute authority over others.
