I *think* this was inspired by Ender playing the war game--something about imperfect control, communication lag, tactical collaboration, individual agency preserved for heroics, different "skill trees" that have little to do with each other

The infrastructure for something like this is present in Planetside, and it sometimes plays out like you'd hope the game you've described would. But there are metagame issues that make it a lot more random and messy than one might want.
