They do edit, just very slowly. And add the word of prophets v book as an added "edit" layer. Also this is true of all institutions pretty much. See amendments to the US Constitution for a case in point.

Though in China the emperor was in theory the arbiter of spiritual matters. Thus, you could invent any deity you wanted but it wasn't quite legit unless the imperial state recognized it.
