I don't think their issue is with copyright but rather with timing. I doubt teachers pre-prepare their lesson plans for the entire school year ahead of time, and certainly not by June 30.

That's not the issue. It's an extra layer of work that adds nothing useful to the job that only exists to waste time and add friction between teachers and administrators.

Competent lesson plans are generally written just in time based on the progress of the class. This benefits only incompetent teachers. Strong "kick Joe Rogan off spotify and let him have his bigger audience back" energy.
