It allows this to be framed as a "recent" problem - preferably a recent policy problem instituted by a political enemy - rather than the result of decades of accumulated progressive "reforms".

I forget what year it was but in the last 15-20 years they started evaluating teachers based upon their students test scores. All teachers. So even if you taught special needs or were in an underperforming district it would affect your pay and career.
