My new meta theory is that they allow some gaming of standards because the people who do that are less likely to default than someone of equivalent assets who doesn't game the system; they're doing this kind of thing all the time!

Simple enough. Bureaucrat: This is what is affordable, if Bank lends beyond, bank liable, client can claim. *Idea*: If client juices numbers, that's fraud, client cannot claim. Result: Bank encourages client to juice numbers, still has eye on *actual* P(default).
