It’s usually with the cream which makes it easy to mistake for the cream when not looking specifically for a quart of milk.

I've seen quarts, but only as specialty items from a single brand (I suspect trying to reach the "only has a minifridge" market) half-gallon and gallon are the standard sizes

I buy quarts when I need milk and that's at Food Lion so not exactly some specialty store. I only need it for cooking and it's only me so I have no need for anything more. Quarts of milk at a regular grocery are not some esoteric thing.
