These people abused the “citizen arrest” law, no doubt about it. But I don’t feel the solution is restrict the job of “policing” entirely up to the “police” to the point that everyone else’s hands are tied.

“The police are the public and the public are the police”. It’s everyone’s responsibility to maintain order. There are not enough police to do it all for us.
