I see the problem with this. OTOH there's a bunch of brutality cases where if the cops knew the guy was deaf/autistic/epileptic/etc. they might not have battered him bloody for non-compliance.

The problem here is that the appropriate response to non-violent non-compliance is not necessarily battery.
