I was thinking of making low orbits cheaper at first, but it occurs to me now that higher orbits maybe ought to be more costly to gunk up. Paying the littering tax for 100 years isn't much less punitive than paying it for 1000.

Maybe the Orbit Authority spends the money on cleaning up satellite debris, to include untaxed satellites.
