Ok, now I have 2 questions of my own. I have a story, setting, timeline, maps, ECT. It's pretty detailed, and living, and has been being built for years in my mind during pretty much any spare moment. But I don't know my characters. How do I remedy this?

2 I am having MASSIVE problems choosing a writing perspective. IK everybody says "just go 1st person" but there are some very compelling reasons to do 3rd person semi omnicient. How do you go about deciding?

That's certainly true. I'd also add that, for most authors I know, (including myself) you'll get another One Big Idea in a year or three anyway, and they start to pile up, so there is no reason to start off with less developed/cool/good ideas when ideas are easiest part.
