My thought is big, low density goo globs. Spin them to spread them out and let them sweep up all the little bits in their path on the way down.

I had the same Idea with kevlar/carbon fiber spinning quilted trampoline with cube-sats on the perimeter. Expect high speed chunks to go through, but slow down enough to deorbit sooner. https://ntrs.nasa.gov/citations/20120009369 … interesting laser paper though.
