That requires me to take at face value the cost estimates of the government and contractors. Those numbers would tell me the worst recession in US history happened in 1946. More to the point, what entities will be diverting even 1% to fund that Navy on an open market?

The biggest obstacle to maintaining a military is that it doesn't create wealth. At best, it maintains it, and hopefully more than what it costs. I think that in its present for the US military does that pretty well, but doves and disarmament advocates have some good points.

I think there are tons of points where hawks, fiscal conservatives, doves, and progressives could really all come together for government reform, but they let their differences highlight them rather than their commonalities. It's a winning strategy in short election cycles.

federal govt spending in 2020 was $6.55T (31% of gdp), of which, $4.6T was mandatory spending on entitlements etc. revenue was only $3.42T. turn off the money printer, and where does any cash for discretionary military spending come from?

there are plenty of stable points where the government spends less than it earns and still has plenty of money for USN it would be (very) difficult to get there from here, but that's not the same as saying the state of affairs is impossible

I served in the USN during the last fleet wide buildup. Sad to see that all that has been thrown away in the past couple of decades I hope for a 2nd great fleet buildup but I just don't think it is going to happen Meanwhile the PLAN is building ships like crazy...
