I think we may be defining demilitarized differently. Everyone would be armed, but certain things would not exist.

Piracy is still a thing. Somebody has to ensure the shipping lanes are clear/safe unless we go back to letters of Marque & Reprisal. Get rid of the USN and things do not get more stable.

Read some theories that there WOULD be large militarized entities but controlled by insurance companies that would have a vested interest in maintaining peace to avoid destruction of insured property. Not sure if this would be a fully stable, but its cool to think about.
