Also, if you believe in the luck of genetics you would want to reduce the randomness down to a minimum. i.e. try to ensure each generation is inheriting the best genes. To the extent social programs are dysgenic it makes sense to be against them on those grounds.

Or I guess more directly, you'd want to tie those social programs to some kind of program to reduce genetic randomness. Ideally this would be something like genetic screening and embryo selection for all. Realistically it'll be some form of castration for welfare recipients.

A thing I always find fascinating, is the idea that "genes" are physical objects outside our control, as if "choices" were something more than the consequences of how neurons synapsed together in response to past events, equally physical and equally outside our control.

Worry that redistributive social programs would disincentivize the lucky from creating value & surplus and wonder if the net benefit of these social programs would be < or > the net value that would've been created by the lucky who were incentivized by money.

Weeell, sort of. One "could" say that the words speak of likelihood, as if there is a greater probability of "should" than "could", or "Logically, it follows that...". No moral judgement required. Old(er) English: "Should there come a time when". "Let x=" in Math is similar.
