2/ I think it's less labor theory of value, and more signaling anti-elitism / pro-normieism. Small d democrats want to believe that there's no such thing as natural talent or aptitude, and prefer comforting lies.

obviously untrue - and betrays not just amazing lack of understanding in the speaker's theoretical area of expertise, but complete ineptitude in general leadership but it IS highly representative of how modern management approaches problems, which makes it useful to contemplate
