          I've been to school to be a schoolteacher. At least in my state it's 99% how to be a political grievance hustler and 1% "It's a shame most of y'all flunked your basic skills entry exam. But that doesn't disqualify you." I dropped out to be a farmhand because it's less useless.

          I taught physics for 30 years. My physics degree was invaluable; my ed classes were useless. And in 30 years, out of hundreds of in-service trainings, I had one, count it, one that actually gave me information I found useful in the classroom.

          I might be inclined to believe there is some degree of expertise in federal “public work” if we saw merit testing and objective, rigorously enforced standards. But there isn’t, so I don’t.

          And by virtue of constant shifts, the responsibilities of government were kept gated, as people would look elsewhere for administrative stability and experience. Those appointees would also work to make sure their districts got spoils, as it would help keeping your appointment.

          This is unfair. Under the spoils system we grossly overpaid for talent -but at least the job seekers were talented. Under the current system they are merely credentialed. This was an objection at the time -"merit" really just meant rich white WASPs who could take exams.
