yeah but 90+% of elementary school kids are in public schools, so you've gotta go w a strained interpretation to not understand that this is the central case

ehhhh i still kinda think that teaching kids that they have an obligation to show up even when they don't want to probably overall outweighs the benefit they might obtain from not doing so but that's a judgment call
