There must be non-bureaucratic approaches, though these are easier to dream about than implement.

Depends on what you mean by "non-bureaucratic". The yearning for governance without institutionalism and for a polity without politics — found on both the left and the right — has a bloody track record.

But as my Twitter friends know, I'm obsessed with urbanism. There's much that could be done to streamline development processes while advancing social goals more effectively. Though tweaking processes won't help much without a change in ethos.

I share that obsession, and it is a good object lesson in our current moment of institutional failure. As you hint, the essential nature of bureaucracy is not the driving problem so much as larger processes, incentives, and political forces manifesting through urban governance.
