HAHAHAHA just found a new thing
On 4 June three huge concrete trucks showed up at barn-neighbor's house. There was no valid building permit, so I called the building department to stop the illegal construction.

He probably wants everything in writing to set up his own claim against the city/county for some form of detrimental reliance in the event you win in court
