On the one hand, comments like that infuriate me since I know plenty of intelligent, but perhaps "uneducated" people in the rural areas around the country that I've been in. OTOH, maybe this will discourage the types I don't want mucking everything up out here from coming.

I grew up very rural and still have rural relatives. I don't equate 'educated' with 'intelligent'. It's just that in a county of 6,000 people you are already starting with a thin pool. A lot of inteligent people have left for greener pastures.
