Often times they’re not even chosen by social workers, who theoretically have the appropriate subject matter expertise to judge good homeless programs from bad ones, they’re chosen by low-information voters or by lobbyists who write the legislation for ulterior reasons.

Yeah -it's worse than that. The people I know who actually work with the homeless think the programs are a bust, too. It's more like the fishing shop guy selling to rich collectors who don't ever take the lures out to go fishing.

Not that anyone listens to me, but it's the reason why like lesson 3 in non-profit management is "talk to the people you are trying to serve and see what they need."
