“Yes” depends on what constitutes “authentic member.” A Catholic who is excommunicated over his public, obstinate refusal to accept certain articles of faith is still a Catholic by virtue of his baptism, though not in communion.

So I would say “yes” as to that person being an “authentic” Catholic, where “authentic” means “baptized irrevocably.”
