Imagining the modern US military attempting to operate by map and compass is utterly dispiriting. I know what that looked like 15 years ago, I can only imagine what it’d look like more now.

Big issues for navigating at sea - military or commercial. Think they're bringing back celestial navigation, but even so, lots of systems just won't operate without GPS inputs.

I wouldn't I'd concentrate on throwing up new sats at a rate faster than PRC could shoot them down also, I know for a fact that the military is deeply investigating inertial navigation, photogrametric navigation, etc.

Lightweight drone dirigible VORTAC relays would probably be cheaper than sending up new ones faster than GPS can be shot down. Would provide the line-of-sight needed for it to be of use to civvies. Less accurate, but we all suffer in war.

Compromising them in a subtle manner might be more effective for an OppFor, especially if autonomous platforms and weapons are in general use.
