Land owners are already responsible for defending their property. What you're describing is the literal initiation of force. This is not a valid solution.

on the 7 year thing... Say I come upon a piece of land that is unimproved, but claimed by Joe. I clear and build on it, living there for 8 years. Joe comes by and says it is his land. How would you arbitrate this situation? (just your opinion)

I believe it would be ideal to have a registry of sorts that would be used to resolve ownership disputes. But there is no perfect answer to this question, like many others.
