I've heard the claim made, and I've looked at Town budgets.
I don't think the claim is correct, except in a few very non representative scenarios (e.g. collapsing industry & falling population).

Do the budgets you looked at deliniate between small towns and bedroom communities? The data I'm familiar with specifically concerned bedroom communities (and perhaps it was a mistake on my part not to make that more explicit in the essay).

No, I took your meaning of suburbs as suburbs, not small remote towns (not that There's a ton of difference in their finances). And I still don't understand the claim. Suburbs do not seem to have high costs per person Dig up some actual town budgets and look at them, I suggest
