And, further, I was conforming to the standard LibreOffice uses (i reverse engineer everything by doing operations in the application then inspecting the file it saves) and it was doing a 2 byte UTF8 representation of 160.

Ah, I see. I was making a pedantic point about the definition of ASCII, while you were making a technical point about bit-packing in UTF-8. UTF-8 is weird, but actually kind of elegant once you realize the constraints.
