no it's not show me an example of someone planning out technological development and then executing the plan Soviet 5 year plans? Japanese MITI? Something from Prussia? One Laptop Per Child? Open Source Village? Every time it's been tried, it's failed.

I suggest that we already do that - it's called "the market". Extremely motivated people work in a decentralized manner to create, develop, and deploy new tech. How does this social organization out perform the current working form of social organization?
