Absolutely. Though the mayor of some town here in TX dropped the "government don't owe you anything" line yesterday, and it's sort of a bad look when your salary depends on people believeing they can get something from the gov't.

Citizens telling each other "you can't rely on government doing their duty" and a government official saying "I don't owe you people anything" are, in fact, two sides of the same coin.

On the other hand, large groups of people complaining angrily might affect gov't relief action, while no amount of lectures on personal responsibility will allow for time travel. Depends whether the focus is on ameliorating the current crisis or preparing for the next one.
