Even a cursory examination of the meaning and consequences of the notion of "victim blaming" shows that the only reason to promote it is to make and keep people victims.

Literally no one is saying we shouldn't punish wrongdoers. Well, no one on the side that "victim blaming" is leveraged against at least. We're saying you can, and therefore should, account for the nature of wrongdoers in your actions.
