For legalizing. And as the tweet points out, the government has no right telling citizens what they can and cannot put in their bodies or to throw them in cages when they do it. Additionally, govt has no right to stop consenting adults from trading goods/money.

but regulating DOES THIS TOO. Post regulation, gov says "you can buy X or Y, but not Z, and no more than 3 doses of Q per week. Q may not be stronger than 20% potency, tested at government labs, and ..." Prohibition is just one end of the regulation continuum.
