The best fanfics use the base setting to omit exposition, and twist it. The plot is often a mystery about the nature of the setting, through which it is given greater depth and consistency.

There's something very satisfying when a dozen disparate threads are tied together, a dozen parts of the story suddenly make sense in relation to each other, and I've only seen fanfics do that.
