3/ If we're going to have a social safety net, the way we do it now is the worst possible way. The truly needy can't navigate the system, and the non needy often can. You get the worst of both worlds: lots of false positives AND lots of false negatives.

4/ combined, of course, with the "benefits cliff", where there are income levels where if you add in 1 hour of work at $10/hr, you lose $15 in benefits. It's de facto 150% marginal tax. You get what you incentivize. Utterly insane.
