Yeah, one way to look at it is that they switch from open to open-except-X only once they know that most of their users would rather change their business to comply than to find a third-party service.

And because of the newsworthiness of any moderation decision AWS makes, it's not as if Azure or Google Cloud can say "We are happy to host content that is widely regarded as violent agitation."
